"Cape Times" says that Chiang Kai-shek's statement on his project for the future of Hong Kong is "reasonably reassuring" and, after admitting that this prosperous settlement is an historical anomaly, goes on to develop the argument that there should be no change in its status until the rest of China has overtaken Hong Kong's century of progress.
